MSI K7N2-L MoBo & XP2600+ not booting

Q-TEC 400WATT PSU, Maxtor 60gig 7200rpm, MSI nVidia geforce 440-TX8 64DDR AGP card. Tried both 333 and 2100 RAM and MX440x4 AGP. Symptoms are when powering up the CPU fan, AGP fan, case fan work and all the LED's light up but there is nothing on the monitor or any activity from HDD and CDROM drive will not open. This MoBo has a seperate 12volt connection for power to the CPU along with the ATX power supply. I have done the usual swapping RAM sticks and different slots, another 350watt PSU. I can't get into BIOS but can alter jumper settings for FSB. Any suggestions.

I have tried HDD in another PC and fdisked and formatted it. I have a spare XP2000+ CPU but am wary of trying it because of this extra 12volt supply. Alternatively I have a ECS K7S6A with a XP2000+ CPU running 98SE and one running WINXP and wondered if this 2600+ CPU would run at a lower bus setting if I tried it in a working PC just to see if it is faulty.
