MS Outlook 2003

I'm running Outlook 2003 and XP Home. I've created a mail merge from word to send about 1000 emails. Merge goes well and puts all into the outbox, then Outlook only lets 16 go at a time before coming up with the message that there is too much traffic from this address. I've checked with O2 (my ISP) and they say that they won't & don't block emails. Does anyone know of a "work round" for this problem. Previously I've had no problems with this sort of quantity.
If I click on the outbox the list of emails waiting to go is there but they are all just scrolling around continuously.

Check your security settings

is the message from outlook or your antivirus or firewall?
