MS licence and what can I change

I bought a PC with Windows ME installed. I guess this is an OEM version. I want to run faster and would need to change the motherboard and CPU. I have two concerns:
1. can I just physically change the Motherboard and CPE and assume the machine will boot up again?
2. will the OEM licence allow me to?
3. Will MS upgrades continue to be downloadable?

Will the machine just boot up again?

It may - it may not - but even if it does, you will get into a long sucession of hardware detects and restarts to get Win to recognise the new hardware.

It's generally recognised as not the best way to change motherboards - but OK in an emergency.

If you're going into such an upgrade, and haven't got the original software, why not do the job properly and upgrade the OS to WinXP at the same time - much more satisfactory.
