My new case has raised circular (molehill type) screw ports which motherboard sits neatly on. Do I need any other bits to fix it on like the raisers we see on old cases?
It depends on the outputs at the back of the case really.If they line up with the hole in the case then no.

Yes the outputs line up. However, I now have a contradiction. Will it short, is it OK?
You should use the paper washers to prevent shorting.
Use some fibre washers to prevent shorting under each mounting point.
"Will it short, is it OK?"if metal is touching metal then yes it will short.as Indigo 1 says you could use plastic or rubber washers to stop this from happening.you should really have got some stand offs included with your new case and if you did not i would buy some as they will lift the mobo up and allow a bit of air to circulate behind the mobo.very cheap to buy.only cost a few pence.

Before you buy stand offs, if all the ports line up then you just need non conductive washers and stand offs will mean ports dont line up.
