With a dual Sim phone can each Sim be on a different network?

Yes but I am advised that only one sim on the Moto G can be 3G and the other needs to be 2G so that means faster internet is only available on one of the sims. I am trying to find out more details but this is proving to quite difficult. One suggestion is that there is a sim management app which allows both to be 3G but only one at a time. Some Chinese phones (Cubot and Blackview Crown on eBay are ambiguous about this with graphics showing both sim slots [one normal size, one micro] to be WCDMA (3G) and GSM (2G) compatible but the sellers say only one is 3G). I wish I could get a definitive answer.
