motherboard or cpu

I have posted a similar thread to this but have not solved it yet and i was not 100% clear on details so i will explain best i can.
PC will not start up completly. Sometimes it wont even power up the monitor ( monitor light stays on standby)and sometimes it will boot up (monitor and all) until im about to log in, then freezes or turns off.
I know the problem is not any of the folowing - graphics card, RAM, monitor, PSU or loose connections. I think from advise i have been given that it is probably the mobo, but would like conformation, if possible, that it is not a CPU fault before i go and buy a new board. Thanks for any advice.

Sounds like a Driver problem. Have you tried a Windows repair? using the OS CD

Will the machine boot into safemode ?

If so,i suspect as Woodchip says...driver issue.

If safemode is ok,try Last known Good Configuration,or even system restore.

If it boots at all then the MOBO and CPU must be OK

I can not try safe mode because now it is not powering up the monitor at all. The mobo is a GA-8SG800 it does not beep when starting (i dont know if it ever did) but the cpu fan starts and i think the hard drives sound normal as well.
