monitor shut off

I have my power scheme set to shut off the monitor after three minutes of non-use, but it doesn't. It used to but no more. How can I fix this?

Dell Inspiron notebook.
Windows XP sp2 professional

Control Panel Power options Change them press apply then reset to what it was and repress apply

Try System Restore back to when it worked

Two things could be the problem,
1/ do not use screen saver.
2/ Have you got a Cordless Optical mouse? click here

No screen saver.
I've used a cordless optical mouse for several months now and this just started a few days back. If I left the mouse on no problem. If I shut the mouse down I then had to move the pointer with the touch pad and then no problem. Now neither way works.
