Modem shut down - PC wont power down

regularly - my modem ( I cant get broadband ) just stops moving data - the screen flickers and the tool bar changes from regular XP blue( genuine ) to white.

If I right click on the connection box on the toolbar for the modem - it looks like 2 monitors - the properties screen simply flickers and disappears - and I cannot seem to disconnect.

When I refresh my viewing page - it tells me I'm off line and the modem is unavailable.

Then I have to close everything - and try to shut the pc down.
I then get the blue screen telling me the pc is saving my settings and is shutting down------ but it never does - I have to switch the pc off and back on.

Please help - its driving me nuts

In device manager check

modem properties - power saving tab - untick "Allow the computer to turn off.."

if already set then remove and reinstall the modem drivers.
