Missing msi.dll

My PC screen froze recently, and the only solution left was to restart the machine. Windows XP told me off (naturally) for shutting down the system wrongly, then "tidied itself up" before restarting. Since then I get an error message everytime I start the machine up saying "An application did not start because msi.dll is mising" What is it, where can I get it, and where should I put it please ?
Possibly linked to this is I can no longer access the remove programs icon on the control panel ?
