missing com port

My daughters University PC has a 550 AMD processor running Win 98. I have added a second hard drive and installed Win 2000 as a second boot option as she has some newer programs to run.
Everything works fine on the Win 98 system as before. On the Win 2000 setup it won't find the modem (which is on Com port 2). I have tried to add a second com port on win 2000 but it goes straight to com port 3.
Any ideas please.
I have tried all the troubleshooters but all they say is add another com port.

Try removing the modem from the device manager and shut down the pc. Reboot and shutdown again. Then install the modem and restart - it may be recognised correctly this time.
