Missing Accessibility Options in Control Panel

Recently my mouse popped its clogs and I thought “no probs I’ll switch to mouse keys” only to find the wheelchair icon /Accessibility Options in Control Panel are not there.I presume I did not choose it when I installed XP Home. Does anyone know if theres a way of installing it now? PS Ive tried all the different views of Control Panel to no avail.

Control Panel > Add or Remove Programs > dd/Remove Windows Components.

Thanks but I had already tried that and couldnt see "Accessibility" in any of the catagories.Have I missed something?
