Why not use MS Publisher instead - it's designed for precisely this type of work?

..or create a text box on top of your image, enter the text & format the text box to have no border & no fill. Use "order" to send the image to back if you can't see the text box.

Have you selected "Behind text" under Text Wrapping on the Picture Toolbar? click here for more help.

The Secret here is to right click the picture, choose the layout tab and select "In Front Of Text" or "Behind Text" as Eric10 suggested. You can then move the picture to a precise position on the page.

The text box is also a good idea if your text is required to be off centre. Again, by right clicking the text box border and selecting format text box, layout tab etc you can locate the box anywhere. On the Colours and lines tab you can remove the border or choose a fancy one.
