Master document feature in Word

I'm trying to set up a master document in Word 2000, but can't.

Each time I try to find out about Outline View, on Help, I get a message which tells me that either my security levels are set too high, or there's an error. I've set the security levels to the minimum, and I'm still getting the message so I assume I must have a problem that the error message is pointing me to, which reads:

"Troubleshoot the installation of the ActiveX control Ouactrl.ocx located in the folder you installed Microsoft Office to."

Can anyone help me with how to do that?

Thank you.

it could be your normal template is messed up. Find this and rename it to normal.old and then open word and it will put in a new normal. If this does not do the trick you can delete the new one and rename the old one.

Try Help > Detect and Repair.
