Making thumbnails default

When ever I open a folder of images say to load into an image editor or to attach to an E-mail lets say
the display akways comes up with icons and I have to go to top bar and click to Thumbnails.
If I click straight to the folder from the desktop I always get thumbnails, but not from within a program.

How can I make thumbnails default for all situations?

The view menu in Window is set to Thumbnails- just to make that clear

When the folder is open as thumbnails go to Tools/Folder Options/View and click Apply to All Folders - Apply and OK.

It does not seem to work whether I am in Desk top or Application or images folder
Tools/folder options/view comes up OK and I click on set all folders
But 'Apply' does not 'light up' and click on OK brings the message 'Now all folder will change to this.

But they do not.

VoG your link looks interesting. but will postpone a play to a day when other matters are not so pressing.
