Loading Win 98 on to laptop

Have a laptop with removable drives, either cd or floppy. Want to install Win 98 from CD.
Use boot disc but because no cd drive no drivers loaded. Do the fdisk stuff and then change drives to cd with Win 98 but cannot get into it because the drive is not valid.
Any suggestions as to workaround this please

Use the floppy to FDISK/FORMAT etc.Then simply install the optical drive and reboot the lappy having set it to boot from optical drive in BIOS.

Or just use the optical drive to FDISK as the exact same tools are present on the CD of 98.At the command prompt,just type "setup" and the install should commence.
