My bro has a netbook which needs formatting but it has no disc drive. We have no external disc drive either. How can we load a new OS on it?

Isn't there an option to restore to factory settings?

An optical disc drive -It can be apare one does need to be 'external'
A USB/IDE or USB/SATA cable and power supply[which ever type of fitting the Discdrive has
Both the drive
The drive can be second hand or 'borrowed ' from an existing tower machine.
It does not have to be removed
Simply take the side plate off the tower. disconnect power and data cable to the Motherboard.
Connect external power and IDE/SATA cable plug to Netbook
This is assuming the Netbook has onboard USB and does not need an O/S to Run
Take a look here for starters
