Laptop refresh rate

Just interested to know if its true that a laptop can only be set to refresh the screen at 60Hz even though other higher rates are available in the control panel? The reason i ask is when i have the brightness down real low then i can just about detect a slight flicker but then making the refresh rate higher makes no difference.

I use windows XP Pro on a HP compaq nx9005 notebook and if I go into screen properties then monitor you can ask it to display the refresh rate that can be used by the monitor and this will come up with only 60hertz. The graphics card in the laptop is able to use more, as you can see these if you uncheck the refresh rate button and then you can see a list that graphics card is able capable of.
