Laptop frozen, no keys respond

Hi, I am trying to fix an old laptop, windows 98, and so far so good. Just tried to boot up and got the usual bad file note, that I am repairing, then got the usual Cannot find device file, which I have now identified, and then I get z:vvinesd.386 I know about this file, but it has frozen. I cannot turn off, reboot, nothing. The battery is fully charged, and the off button wont work. How can I turn it off and reboot to carry on with what I am doing? No key or combination of keys works, I have tried inserting a disk with start up files, even tried win 98 disc.

You could allways pull plug out after removing battery,then reboot with cd in?

Sorry folks, feel like an idiot, found a little hole on the side that looked like a se-set button, stuck a poity thing in it and it turned off, Thanks.
