Its caused by a Visual Basic piece of software that uses the .NET framework - possibly your "Threatfire" firewall. You could uninstall it and see if you get the error. You could also download the latest version of the .NET framework from the MS Update website and see if that fixes it.
It seems to be saying that the EULA (End User Licence Agreement) cannot be found for some software.
Pirate/hacked copies of things can give you this error.
