Is it safe to connect & disconnect the following while the pc is on :
ps2 keyboard
ps2 mouse
serial mouse

I get different stories. It will helpful if there are any sites related to this.

PS2 port's should be considered just like com ports. If you look on the back of your PC you will see a comm port, notice it is similiar to a printer port in that the attached cable is screwed into place. So as everyone has pointed out, PS2 are not intended as plug & play like USB.

Connect the keyboard to the computer:

Carefully push the Mouse's connector into the computer's PS/2 Mouse Port.
Once the computer is turned on, later, the operating system software will automatically detect the mouse.

Connect the USB peripheral to one of the computer's USB Ports.

USB peripherals can be plugged in and unplugged when the computer is on.
