Is it possible to change your isp range?

Is it possible to change like the above without using a proxy?

Here tells one that the "range" is simply part of the address of some of their nameservers. Not a parameter, so to me it appears that the idea of changing part of it is not a valid idea.

If you want to change the name servers you use, OpenDNS is one method. click here
