can anyone tell me the proceedure for burning an ISO file and when it is done can it be used an executable?

An ISO file and an executable are two different things.

Do you mean Bootable rather than Executable?

If you have an ISO file already, most disk burning software will have an option for "Burn Image". Once you do so, if the ISO is bootable then the disk you burn will also be bootable.

You can also "mount" an ISO if you get the appropriate software. This might be what you mean by execute - you can then treat the ISO as if it was a real physical CD/DVD even though it is a file sat on your hard disk.
