ip addresses

can anyone tell me that can any 2 persons have the same ip adress from seperate pc in seperate houses/areas? or is the ip address only to the one house hold/pc, like thingerprinting, as a unique number to only that pc machine.
your help in answer would be most appreciated and helpful, ty.

The IP is unique to that PC.

If the PC is turned off, disconnected from the Internet or LAN then another PC can have the same IP that the turned off PC just had.

ty for the reply powerless, but is that to a nother pc in the same house hold only or to any other pc in any other area once the other one is switched of. sory for the confussion, but just trying to get clear in my head.

Once your PC is switched off the IP you had will be released and become available to anyone else using the same ISP.I'm not sure if ISP's allocated certain IP ranges to certain areas but unless you have a static IP it's certainly not been allocated to your PC alone.
