Internet Speed Problem!

Hi all reading, i am having problems with my speed most times it's running at 576.0kbps and some days its running at 325.0kbps we have a Ethernet cable plugged in and that's running at 100.0kbps. I have unplugged that for several days and that doesn't speed things up. My ISP is Tiscali and i want to change but i don't know who could supply a higher speed broadband to me.
Is there any way i can speed up my connection, i have heard you can edit the registries etc but i am not confident in that area of computers!

The ethernet port that the ethernet cable is plug is transferring the data to the modem/router at

100Mbps and have nothing to do with the internet line speed

Power off the modem by removal the power connector wait 1minute and power back on see if this work
