Internet - Privacy Report

Recently I have found that when accessing certain sites on the internet an eye with a stop sign (red circle with white bar across it) comes up bottom-right on my screen. When I place the cursor over it the words "privacy report" appear. Some of these sites are ones I have previously visited without seeing this eye)

Can anybody tell me what this means and should I be concerned.

The Privacy Report in Internet Explorer enables you to view the P3P privacy policy for a Web site, find out if a Web site might contain information provided by a third-party Web site (a Web site other than the one you are viewing), or find out if Internet Explorer restricted any cookies from the Web site you are viewing.
