Internet explorer not found in Win XP

In Windows XP, i have setup my freeserve account and all works well,i can surf the net no problem but, when i log off and logon someone else? Internet explorer says it is not loaded on the system.
I have ensured the other user is administrator,and has exactly the same rights.

When i install the freeserve disk to load IE it says IE is already installed!, yet when i launch IE it says it is not.

Just to confuse things further, if i 'Switch user' whilst i am online , the other user can access the IE and surf the net.

If i connect to freeserve using the other user logon, the freesreve dials and gives invalid user name message? but its exactly the same user name and settings as in my logon which works fine.

I must have something not quite configured properly, can you help.

The Freeserve connection were you logged on as administrator?

Yes, i setup administrator for both users during the Win XP loading process.
