Internet Explorer 6 "freezing"

I am using a PC with an Intel Celeron 767, Windows 2000 and IE 6.

All has been well until recently. If I right click and open a new window, sometimes the whole system "hangs" until the window is completely loaded. The dal up connection shows that data is being downloaded, but the only thig I can do is click on the desktop in the toolbar, which effectively clears the screen. When the window is properly loaded it then appears on the screen. I have tried setting the "security" to default in the Internet Options on the toolbar, to no avail.

I would appreciate some help on this matter.
