Intermittent Mouse In Win 7

I have a peculiar problem which I thought at first was a failing laser mouse (so I replaced it). The mouse is wired to a USB port on the side of my Samsung laptop running Win7.

If I move the mouse on the table (say) from the screen righthand corner down towards the lefthand corner, the pointer on the screen goes a few inches and then stops. Once the mouse pointer stops I can move the actual mouse anywhere but the pointer stays stuck. The only way I can make it move is by lifting the mouse up off of the table and putting it down with a bit of a thump. It would appear to be a mouse problem - but even the new one does it.

Any ideas? (The mouse mat is a clean sheet of white A4 paper).

Try using the cork side of a table mat/or the shiny side, try other types of surfaces, if that works ok then you know what to do... get a proper mouse mat (the cork can irritate your palm after a while)
