Interactive touchscreen software

My school has offered to provide a local museum with an interactive touchscreen and the PC base unit to run it. Unfortunately, we don't know how to configure the screen to look the way the museum would like. Basically, the screen needs to consist of a series of options with icons e.g. Chesham in the Second World War, Industry in Chesham, Churches in Chesham etc and by pressing on these you then proceed to a further menu of choices etc. What software should we be looking at to do this, please?
