Does the laptop boot from CD? (Sorry, for the daft question...) Check in the BIOS for this option.
Second thoughs: does the laptop boot now into Windows and recognise the CD? If so, copy the cd to a folder called Win98 and run setup from there.Can you give some more info on how it is setup at the moment.

Well, if it boots from the CD, then follow the setup routine when it starts up.
OK - I don't know the ins and outs of Virtual PC; I used to have a PowerMac which ran Virtual PC and Win95, but that was years ago.
You could just bang the 98 disk in the drive and boot from it, same as XP but wont offer you a format option.
Well I did and it did...Last time I did this it always ASKED for the floppy to be in the drive.
