Hi vsmall. I've no idea what causes this behaviour. When mysterious behaviour such as this occurs it is usually a damaged file (probably a dll file) somewhere in the operating system. Trying to find which file is damaged is almost impossible and reinstalling the operating system is usually the easiest solution.

If you occasionally post to this thread, you will keep pushing it to the top of the page, and hopefully someone will recognise the problem and be able to offer more useful advice than I can.

Have you tried running the system file checker
type sfc /scannow in the run box and click OK

Tried sfc no success, just messed up my modem driver which I had to reinstall.

Sorry that didn't work but as Gongoozler pointed out sometimes these things can occur if we have damaged files and my idea was one way of checking this out.

I can't offer any help other than to post this so the thread goes to the top of the pile again.Hope all turns out fine!
