illegal system DLL relocation

After a first time installation of XP, OEM windows update was fine ,till I loaded XP3,
Then I got error 0x800A00, even the forum helpers could not shift it, so I ran XP repair.
Update runs fine again, but every time I log on I get this error message.

The system dll user32dll was relocated in memory, the application will not run properly,
In memory the relocation occurred because the dll C:\windows\system32\hhctrl.ocx
Occupied an address range reserved for windows system DLLs
The vendor supplying the DLL should be contacted for a new DLL
I click ok and nothing happens, I would like to know what it is, and how to shift it please
