IE7 Has stopped working

I'm running Vista Home Premium on my machine and all of a horrible sudden IE7 Has stopped working. The sysmpoms I get is that the progress bar goes about a third of the way when loading but then stops and the tab has the circular rotator going. Clicking on a tab that supposedly loaded results in a loud ding sound as does clicking anywhere else. I tried to download IE7 to attempt a reinstall but that wouldn't play at all. I am also unable to uninstall IE because it doesn't appear in the list of installed programs.
Any help would be appreciated.

Have you got firefox or any other brozer
if so, download ie8 from microsoft.

I forgot to mention that I havee Firefox and I did try to download IE8 without success.

Try getting opera or one the others and try downloading it.

Been there,done that.
The IE8 intaller downloads (the 13,600 byte) bit but that doesn't run.
I'm beginning to think that my IE kernal, for want of a better word, might have got corrupted somehow.
BTW restoring my system via restore point didn't help either.
