IE7 Beta being hampered by a 'Security Programme'

OK, I know I shouldnt have but I'm a fool. I installed the Beta Internet Explorer 7.

Every time I start IE7 Beta I get the IE7 Homepage where you can customise
the settings. I set these and click on: Save Your Settings and I get this:
-------------------------------------------------
Thank you for choosing Internet Explorer 7.
To complete the installation and setup, please select the appropriate
options below and click Save Your Settings.
Or
Go to your home page now, and customize later.
Go to your Home page now, and don't show this again.
Applying settings...

Error applying settings!
------------------------------------------------
Next time I open IE7 Beta the same thing happens.

Tried uninstalling IE7 and downloading it again, same thing.

When I open a new tab I get:
-----------------------------------------------
You've opened a new tab

With tabs you can:
Use one Internet Explorer window to view all your webpages.
Open links in a background tab while viewing the page you're on.
Save and open multiple webpages at once by using favorites and home page
tabs.

Don't show this page again
-------------------------------------------------
Click on Don't show this page again and Close and next time I open a tab I
get the same message.

Basically It's not taking the settings.

I'm told that a 'Security Programme' is preventing IE7 from writing to the registry. However I cannot find out what this security programme is or how to disable it.

It may just be that as its still BETA your PC just does not like it and is obviously causing software conflict...click here
