IE proxy settings

Hi.

On our network I have a proxy server (not ISA) which all users should go through to access the web. I have set the proxy server IP address and port in the GPO (User Config > Windows Settings > IE maintenance > Connection > Proxy Settings) but it doesn't seem to be applying to all my users which means I have to change them manually (bit of a pain because I use the GPO to hide the connection tab in IE!) to allow them to access the web. Other settings in the GPO are being applied so I'm a bit confused why the proxy setting isn't. Any suggestions?
