IE and dial up connection

Hi everyone/anyone
Can someome tell me how to make my dial-up window open automatically when I click on the internet explorer icon, please.

and select Internet options.

Then click on the 'Connections' tab

Now select "Dial whenever a network connection is not present". Click on 'Apply' and 'OK'.

In IE's Tools>Options>Connections tab check the Always Dial My Default Connection box i.e. your ISP's number.

When computer is started up, Dial-up-Connection box pops up, without being asked. This also happens when shutting down. If Always dial my default connection is unchecked, then I cannot access the EE browser without logging onto e-mail first. Any suggestions?
