IE Content Advisor Not working

The office computer is on a network. Running IE5.
Due to misuse of the computer "content advisor" was enabled. But not has stopped working although it is quite clearly enabled.

The current setting are everything set to level 0, and supervisors can type a password to view restricted content. Up untill now even if somebody wanted to view a site such as pc advisor a password was required.

I know IE5 is not the latest but only the network administrator can upgrade to IE6. But this should not make a difference.

Could somebody of been playing ??
