IE BLANK PAGE freezes computer

My wife has a Gateway notebook with Vista basic. Since day one this computer has randomly popped up a blank page that can be closed only by going to 'Task Manager'.

Task Manager displays 'Internet Explorer Blank Page' and 'not responding'. Pressing 'end now' makes the problem go away.

There is no noticeable action, such as opening a particular program or going on the internet that creates this. As far as I can tell it is completely random.

Can anyone offer advice?

Close all running programs
Click Start
Click Run
Type in cmd
Click Okay
In the window that opens, type in regsvr32 actxprxy.dll (note the space between 32 and actxprxy)
Press Enter key
Now type in regsvr32 urlmon.dll (note the space between 32 and urlmon)
Hit the Enter key
Type in exit
Press Enter key
