Icons on taskbar

I have a lot of shortcuts on the taskbar (the area beween the Start button and the System Tray).I prefer them there rather than on the desktop because then they are always viewable and only need one click to open instead of two clicks. It also unclutters the desktop.
To my surprise I was told today that I should put them back on the desktop because on the taskbar they are running applications and slow down the startup of the computer. Surely this is wrong advice?

That's a load of rubbish. What you can also do is you can drag Icons onto the start button to get at them

woodchip is qute correct - only the items in the System Tray are running - the Quick Launch bar is just a set of shortcuts in a convenient position.
