In My Computer what does a drive Icon with a supporting hand beneath it signify?

I think that means "Shared item" or similar.

Shared via network, with users on other computers. The hand doesn't appear under folders `shared` on your own machine.

The same applies, if you're not running a home network unshare it - Windows will still allow you to share the drive if the Networking components are installed, even if you're not connected to other machines. If you are running a home network, sharing the root of a drive is not recommended unless it's purely for file storage.
