I keep having to reset CMOS jumper

I have a desktop which won't start (XP Home). When I switch it on, the processor fan races making a very loud noise. But if I reset the CMOS jumper on the motherboard and then switch it on, the computer works fine. After I've switched it off, I have to go through the same process of resetting the jumper. I've changed the battery on the m/b but can't think of any other reason for this problem. Any suggestions please?

Not sure if changing the start up device in the bios would help or not.
