HTTP Error 403 forbidden

I use IE on XP Pro and while trying to download from a site got the message
" HTTP Error 403 forbidden
You are not authorised to view this directory or page using the credentials you supplied."
First time I've encountered this
Can anyone please help?

This error means you’re trying to get into a web site that’s password protected – or the Web server is blocking users from your domain. Some institutional sites only allow access to official users, or it may be a subscription-only site.

I solved my 403 problem by reinstalling my ISP software.
