HP 110-052ea Boot Problem. Stuck in power loop

Hi my HP Descktop PC is currently having problems booting. When I switch it on it powers up, HDD spins, fans start etc. I have a constant LED light and then it switches off, turns back on and does same process by itself. It does this for about 20 minutes and then it randomly starts normally, once loaded it runs perfectly. When it started doing it, it did the process about 3 times. Now it can take 20 mins to start. As a result I now don't switch it off(This is ridiculous).

In the process, there are no keyboard lights, doest even show any bios information just a black screen. Have tried resetting the RAM but nothing, tried a different HDD with an OS but no solution there. I fear it is a motherboard issue, the power supply is built into the mother board.

I only bought it 15 months ago!

Anyone have any suggestions or fixes?

It will cost nothing to give it a good clean out including the CPU heatsink for starters.
