How to put two toolbars on one line

How can I put my Norton and Google toolbars on the same line, please? I am using IE8 and W7. I have done this in the past but cannot seem to achieve it now.

Possibly...

Right-click the IE Command Bar near the top & deselect 'Lock the Toolbars'. Now you should be able to move the toolbars around & manipulate them to some extent. Once done to your satisfaction, re-select 'Lock the Toolbars' & hopefully you're done! G

I'm on IE9 but should be the same.
Right click a toolbar and in the menu untick 'lock the toolbars'
Where you see the dotted line at the beginning of the toolbar you need to move, hover the mouse pointer until you get the two way arrow pointer. Now hold the left mouse button and you should get another darker mouse pointer with arrows facing left and right either side of two parallel lines. Keeping the left button down on the mouse experiment how to move the toolbar. Remember to lock the toolbars when finished.
