As the article's author (Rick Maybury?) says, you can often bump into a Porn site while innocently surfing - but in 15 -odd (not that odd, maybe...) years of surfing, I've yet to come across anything even remotely criminal. As for my Tesco and Dabs shopping trails, well, good luck Microsoft, have fun trawling through my History!
The index.dat file will more than likely contain the odd reference to the more exotic site but so what. The index.dat file has always been there and what else would the conspiracy theorists latch on to if it wasn't?
Dynamic web pages..presumably the author is running with the personalised for the end user pages but DWP can mean much more.
Whats more annoying? popups that state your IP is being broadcasted??? or websites written by scaremongers like this?
