How to duplicate my laptop screen on a monitor?

I really want to duplicate the screen of my laptop on a Dell monitor. I already connected the laptop with a VGA cable and there is a sufficient power supply. I tried to connect it by changing the display settings in the configuration. However, the laptop doesn't detect the connected monitor. How is that possible?

Important information: Laptop runs on Windows 7; I do not have an account as a administrator;

You can usually toggle between laptop screen and external monitor with one of the function keys along the top.
