How to create a Windows 7 Starter bootable USB or Disk

I have a new Windows 7 Home premium Disk. I understand that it is possible to access Windows Starter edition on this disk and burn it to a bootable USB or a DVD. I have tried following two or three suggestions on the internet but I can't get them to work properly. I need to install Windows 7 starter on my netbook to replace Windows XP. It would be helpful to create Windows Starter on a bootable USB and a bootable DVD disk. What is the best way to do this?

If you are already using the premium disk then the license won't cover you for using starter on another machine.

If you are not using premium then load premium on the net book.

If you really just want Starter then where exactly are you going wrong?

is it making a bbotable USB drive

extraction the iso from the disk

or editing the cfi file to make it install starter instead of premiun?
