Home Page stuck

My friend has recently purchased a Mesh computer and is trying to set his Home Page to Tiscali, his ISP. Having gone to Internet Tools he has found this in the address bar;


which he is finding impossible to replace at all. When this page is on the monitor, there are the words "LOOKING FOR " in the task bar and on the left hand side of the page is an index to a complete website directory, organised by subject. Does anyone have any ideas how to amend this problem?

well sorry to say he has tried all the tips and software recommended but nothing has been of any help at all.
