Highlighting part of an image with information

Not sure how best to phrase the above title to describe what I want to do.

Basically, I have a map that comprises two different zones. Each zone would benefit a lot from being highlighted in some way, triggered by a mouse hover if possible, with an alt-tag appearing that decribes the zone.

So, for example; you want to draw a zone around a town that appears when hovered over and up pops a description.

I don't know if this is possible, but if I don't ask...

BTW, the only image editing apps that I have are Paint and MS Photo Editor (part of Office, very old).
