help with site table layout

I am designing a site for a friend and I decided to use the layout from another site I did for my brother recently. See the start of it here

The thing is, I have a blue line towards the bottom of the page on left which is obviously leftover from the earlier table structure but I cant work out how to get rid of it. I dont want to go too far on this and wonder if I should start afresh with a clean table layout or can someone help alter the existing table layout to get rid of it. I am not very skilled (as you can see!). Using dreamweaver.

go to line 151 and remove this <tr>
<td height="78" valign="top" bgcolor="#95C8F2"></td>
</tr>
or click above the line and keeping the button down move the pointer below the line to highlight both cells, then right click in the highlighted cells, click table then click merge cells. .......both ways will work fine :)
